Assist in providing strategic planning, management, implementation, and support of the information technology initiatives and needs of the State Courts System (SCS); planning, managing, and analyzing of the state-funded information technology operating budget; preparing and coordinating the annual branch information technology legislative requests; developing reports and contracts and assisting with contract negotiations; and performing budget analysis. The Information Systems Services Manager is responsible for assisting in the day-to-day operations and management of the Office of Information Technology (OIT) within the Office of the State Courts Administrator (OSCA). The position works independently, reporting major activities through periodic meetings.

Manages the Budget and Planning unit of OIT, which includes supervisory responsibilities for Three positions. Responsibilities include management of the state-funded annual OIT operating budget; budget analysis and forecasting; preparation or coordination of the judicial branch annual IT legislative budget requests; development of various IT reports, budget analysis, spreadsheets, charts, presentations, and surveys; assisting the CIO with IT contract negotiations (hardware & software procurement, consulting services); centralize contract management for vendor relations; and strategic procurement management.

Examples of Work

Directs and supervises staff, including organizing, training, assigning, and evaluating work, coaching, mentoring, and performance management.

Manages budgets, including the OIT operating budget, SCS network budget, and shared appellate court automation accounts.

Prepares and coordinates annual branch information technology budget requests and associated documentation required, such as feasibility studies or Schedule IV B and C Budget Analysis documents.

Develop various information technology reports, contracts, purchase support documents, surveys, analyses, plans, charts, audit responses, and general correspondence.

Oversees or coordinates the annual branch-wide IT strategic planning process and development of consolidated technology strategic plan updates.

Assist the State Courts Technology Officer in overseeing the strategic, tactical, and operational IT) needs of OSCA and supporting the IT needs and initiatives of the SCS.

Provides staff support to Supreme Court appointed commissions and committees.

Provides legislative support for information technology legislation.

Manages various information technology projects as directed.

Attends or conducts staff and other professional meetings to exchange information.

Attends technical or professional classes, workshops, or seminars to improve technical or professional skills.

Education and Training Guidelines

A bachelor's degree from an accredited college or university with a major in accounting, planning or business administration and four years of professional experience in budgeting, accounting, procurement, or financial planning with at least two years of supervising; or an advanced degree in accounting or business administration three years of professional experience as described above.

Seven years of related work experience, including two years in a supervisory or managerial capacity.

Additional relevant experience may substitute for the recommended educational level on a year-for-year basis.

Additional relevant education may substitute for the recommended experience on a year-for-year basis, excluding supervisory experience.

Competencies

Criminal Justice Information Services (CJIS) Certification and successful FDLE background check is required.

Knowledge of Generally Accepted Accounting Principles (GAAP).

Knowledge of the American Purchasing Society resources.

Knowledge of principles and practices of court administration.

Knowledge of the state budget process.

Ability to develop legislative budget requests for information technology.

Ability to prepare various information technology planning documents.

Ability to contribute to the development of contract documents.

Ability to communicate written or non-written.

Ability to supervise and effectively communicate with professional staff.

Ability to assess future budget needs.

Ability to work without close supervision.

Ability to lead mentor and professionally develop staff.

Special Comments

Oversees IT procurement of contracts and services.

Position is eligible for telecommuting work.

Experience in State of Florida accounting and procurement systems, a plus: Florida Accounting Information Resource System (FLAIR), MyFloridaMarketPlace (MFMP), Statewide Travel Management System (STMS), and Works.

Experience with the following applications: Microsoft Office products such as Outlook, Word, Excel, Visio, PowerPoint and also Adobe Acrobat Standard or Professional.
